Are there official USoft guidelines for upgrading to a new patch. Community content seems to focus on upgrading from one version to another, using the upgrade tool. My question is about procedure and steps to upgrade from 10.0.1.A to 10.0.1.B for example.

That is a good point ,upgrading patch versions is in general according to the install instructions
and a matter of running the setup wizard and following the instructions.
The release notes can be considered the main guideline with respect to changes between patches. If there are any relevant changes that require separate instructions or actions from developers, the release notes should reflect and document these.
We will include the above install instructions in the product updates so that the user is aware on how to install patch updates.

Does one also need to recreate flatfiles when going to a new patch? Are there any other explicit actions to execute. Are all of them included in the install instructions?
